Marion P.Hammer is considered an expert at parlimentary
procedure, particularly after serving 2 years as NRA President.
It is therefore ironic that she almost cheated herself of a
life-term position on the exclusive NRA Executive Council.
Here's how... In 1998, Marion relinquished the NRA Presidency after the customary 2 year term, but gained re-election to another 3 year Board term. On June 6th, at the 1998 Annual Meeting in Philadelphia, after passing the gavel to Charleton Heston, she was also unanimously elected by the Board to the NRA Executive Council, to a standing ovation. After the applause subsided, Ms. Hammer requested the floor, then unexpectedly but calmly explained that the bylaws prevent serving concurrently as a 3 year Board Member AND on the Executive Council, and she must unfortunately decline the Executive Council position. It was a sad moment in an otherwise wonderful day. However, NRA counsel soon announced that the bylaws specifically permit a Board Member elected to the Executive Council to serve the remainder of her term, so Ms. Hammer had needlessly declined the Executive Council position. With the same calm, deliberate tone, Ms. Hammer then rose to the microphone and requested that, without objection and in deference to her woman's perogative, she be allowed to change her mind. Board members and audience exploded into another standing ovation. |
