The meeting was targeted for officers and key contributors of NRA affiliated state clubs and
associations. The presenters reviewed NRA's resources and programs which reach the
public through affiliated clubs and associations and how they operate. I recommend this workshop for all
club officers or key contributors who may be called upon to serve as an officer.
During comment periods some of the representatives
shared some of their successes with the various programs. One of the main concerns
expressed by attendees was club and officer insurance.
All attendees received copies of the 'State Association Officers' Handbook'.
This handbook contains a helpful overview of
many details needed for a club to operate successfully.
I consider it a valuable reference for officers of any type of club.

Bill Bigelow, National Manager, NRA Clubs & Associations Department,
Field Operations Division moderated the program.
Herbert A. Lanford, Jr., Member of the
NRA Board of Directors, chairman
of the Clubs and Associations Committee, and Steve Miller,
Managing Director, Field Operations Division, described some of the
organization of the NRA.
Many affiliates are not in good standing with the
NRA because they have failed to submit records to NRA or to keep
contact information up to date. Without the contact information
NRA is unable to work effectively with affiliated clubs and
associations. Without correct paperwork the tax exemption of
some programs is at risk. There is also a concern that
clubs may be operating in a way inconsistent with NRA policies.
Sandy Elkin, grants Manager, Office of the Treasurer covered the
process for receiving grants from the NRA Foundation (which spends
money from Friends of NRA dinners and other donations).
Sample blank, and sample filled out forms were distributed.
Sandy also reviewed the number of grants being processed and the
money that is being sent out. They are obviously very busy!
The forms are small by grant standards.

NRA Women's Programs Department
discussed the "Women On Target" (hunting and shooting opportunities
for women), "Refuse to be a Victim" (crime safety, now a coed program),
and the "Sybil Ludington Women's Freedom Award" (yearly award for
meritorious activity promoting hunting, competitive shooting,
shooting education, gun rights, or bravery in law enforcement).
Glen Caroline, Director, NRA-ILA Grassroots Division finished
the seminar by summarizing recent events in the fight to
keep our second amendment rights on the federal level.
NRA-ILA distributed an interesting package of literature. One of
biggest documents in this package was the 'Election & Legislative Action Manual'
- obviously a key document from the Grassroots workshop being held
across the hallway at the same time as the Clubs & Associations workshop.
