Nominated by the Nominating Committee, retired 27-year veteran of the Texas Rangers, the elite corps of law enforcement officers. Life member of the NRA and lifetime defender of all constitutional rights. Joaquin is a familiar figure to most NRA members-was featured in the nationwide ad campaign "I'm the NRA," appears on "NRA Live" website, and introduced at 129th NRA Annual Meeting. A lifelong hunter and shooter. Qualified "expert" with handguns and rifles, a competitive shooter with the Rangers, and was a Certified Instructor with the Texas Department of Public Safety. Joaquin was "Company high-rifle expert" in U.S. Marine Corps Officer Candidate School. He is a graduate of the National FBI Academy and holds a B.S. Degree in Police Administration.
